OpenAI explores legality of coordinated pause in AI development

Artificial intelligence leaders, including OpenAI, are examining whether antitrust laws would allow an industry-wide, coordinated slowdown in AI development, according to Wired.

A legal barrier to safety

Tech executives increasingly view a temporary pause or slowdown as an urgent necessity to allow sufficient time to analyse and manage safety risks.

However, the law itself could prove to be the primary obstacle. Coordinated actions among competing firms are frequently classified as cartel agreements under antitrust rules. Regulations strictly prohibit market players from artificially coordinating the pace of research, production, or new product launches.

As a result, even when companies are motivated by public safety, taking joint steps with competitors could trigger serious legal problems and investigations. AI leaders are currently trying to determine how to overcome this contradiction within existing legal frameworks.
